Yes, if you have tried adjusting the water flow with a straight blade screwdriver and it has not changed the pressure, we recommend replacing this Elkay / Halsey Taylor 61314C Green Spring Cartridge Regulator (Part #102489).

This Green Spring Cartridge Regulator (Part #102539) is the valve that turns the water on and off when the push bar is activated. If your water is running continuously, the spring has worn or sticks and needs to be replaced.
Additionally, some Drinking Fountains also have a Solenoid Valve which may be defective. You may also have a broken Push Bar that is mechanically activating the valve.
